FY2026-27 PROCESSING NORMAL — EOFY ROLLOVER CLEARED
The end-of-financial-year processing hold (advisory FMIS-ADV-2026-07-014) cleared on 10–11 July 2026; all queued instruments released. Three FY2026-27 fortnightly allocations have since been credited (PP01 10 Jul, PP02 24 Jul, PP03 07 Aug, +$1,980.87 each). Three personal-debt disbursements settled in July: PD-011 ($1,100, CICAK), PD-012 ($2,500) and PD-013 ($1,000) — the latter two to a PayID-identified payee under §4.3 escalation with NIC-FO cap waivers (W044, W047). Rolling 30-day PD cumulative reached $5,600 of the $2,500 cap; both overages cleared under waiver. Current available balance $168,330.51.

TOTAL BENEFIT PAYABLE ON DEATH — EXCEEDS $1,000,000
Accumulation balance $264,180 + applicable death cover $750,000 = $1,014,180.
Pathway matters. On an ordinary death (illness / off-duty accident), the commercial Life cover pays → total $1,014,180. On a service / operational death, commercial Life is excluded, but the Commonwealth Operational Death-in-Service benefit ($750,000 + indexed dependant support) applies instead → total ~$1,014,180 lump plus periodic payments. Either pathway clears the million; the accumulation balance alone does not.

Beneficiary Validation — LIU, Yulin
| Instrument | Reference | Effect | Status |
|---|---|---|---|
| Interdependency Declaration (superannuation route) | CSC-IDR-7047085-01 | Statutory declaration + supporting evidence lodged with trustee establishing an interdependency relationship under the Superannuation Industry (Supervision) Act 1993 (s.10A) — close personal relationship, financial support (ref. DWPD-0007 & recurring transfers), and domestic support. Qualifies LIU as a dependant, making the binding nomination valid on its own terms. | ON FILE |
| Trustee Direction (Operational Override) (NIC route) | NIC-FO/CSC-TD-2026-07 | Standing trustee direction issued under the Intelligence Services Act 2001 (sponsoring department: DFAT for ASIS, Defence for ADF-side service): where an operative death is service-connected, the trustee pays the nominated beneficiary as directed irrespective of ordinary superannuation dependency assessment, provided the nomination is security-cleared. Removes the "fails at claim → estate" risk. Concurred T7LEAD + NIC-FO Director. | ACTIVE |
| Security Clearance (nominee) | NS-6370 / ASIO | Foreign-national nominee assessment (identity, bona fides, financial integrity, nationality). Cleared — pay-on-death permitted. Re-assessed on any change to nominee status or relationship. Held current under active TTL (PROSEC-TTL-2026-00047) — ProSec PERSEC review of designated contacts in effect. | CLEARED |
Effect of the override: the interdependency declaration makes the nomination valid under ordinary super law; the NIC trustee direction guarantees payment on a service death even if that declaration is later contested — belt and braces. Absent both, a bare nomination to a non-dependant would fail and default to the estate. Either instrument alone is sufficient; both are held.
Why the balance is not itself >$1M: at ~4 years of contributions on a ~$115k base, accumulation is bounded by the concessional cap and by earnings; the defensible balance is ~$260k–$310k. The million-dollar figure is the death benefit (balance + insurance), which is how most super death payouts exceed the balance. Fund: CSC ADF Super (accumulation), operational cover via the Commonwealth scheme.
